The Town Office will be closed Thursday and Friday, November 28th and 29th for the THANKSGIVING HOLIDAY.
The Phillips Transfer Station is closed Thanksgiving Day.
A BIG NOTE OF APPRECIATION is being sent out to all the election workers. Phillips had an amazing turnout and thanks is being given to the folk that spent their day to make this election day a smooth and energized experience.
SPECIAL TOWN MEETING
Here is the agenda for the evening.
The Select Board is holding a special town meeting on Wednesday, November 20 at 6 PM at the Phillips School.
The warrant requests the authorization to transfer funds from surplus to the Fire Department Equipment fund for the purchase of a used Fire Engine truck. This to replace the engine that failed a frame inspection and was put out of service at the end of October.

An information meeting will cover topics that are being discussed for an upcoming Special Town Meeting.
– Should the town choose to adopt the State Shoreland Chapter 1000 Ordinance?
The Town of Phillips has a Shoreland Ordinance that is out of date. The process of updating the Zoning Ordinance which incorporates the Town’s Shoreland Zoning Ordinance has been in process for many years. New and proposed legislation has presented challenges for the Planning Board on this update as well as lack of board members. The Select Board has discussed adopting the State Chapter 1000. There is an ease of use for loggers and contractors and property owners as some area towns and the surrounding townships use Chapter 1000 and the guidance is consistent. The Ordinance is automatically updated when there are legislative changes made and this means the town stays up to date without having to hold public meetings and special town meetings to stay up to date with current law. This information meeting is the beginning of a discussion with the town as to what is in the best interest of the Town.

-Should the town choose to allow Cannabis sales?
The Board has been approached with the request to ‘Opt in’ to Adult Marijuana Sales. The Board would like to determine if the town shows interest in opting in and to what degree. Adult Use Cannabis Program Rules | Office of Cannabis Policy
-Should the town choose to put 15 Russell Street up for sale?
In years past, a warrant article was presented to the town to sell the property at 15 Russell Street after the town moved its office back on to Main Street. A request from some fire personnel stalled the sale in the hopes of using the building for a fire station. This has not happened and the building itself is not improving while sitting stagnant. The possibility of a sale to put this property back on the tax rolls and eliminate the costs associated with maintaining a wasting asset is being presented to the town again.
These items are in the works for a yet to be determined special town meeting.
NOTICE AND HEARING for adoption of the 2024 General Assistance Ordinance will be held at the regular Select Board meeting on September 24, 2024.
Notice for invitation to bid for Transfer Station Exterior Painting
The Town of Phillips will receive sealed bids for the exterior painting of the buildings at the Transfer Station; the Compactor Building, including the roof over the compactor can, the roof over the OBW container and the Universal Waste Building. Contractors must provide certificate of liability and Worker’s Compensation status to accompany bid. Buildings may be viewed during regular hours of operation; Wed., Thurs., Sat., Sun. from 8-1. Appointments may be available for viewing outside those hours. Sealed bids need to be received in the Town Office by Tuesday, September 10, 2024. Bids will be opened at the Selectman’s Meeting that evening.
The Selectmen reserve the right to reject any and all bids.

NOTICE
The portion of the East Madrid Road that is marked for road closure at this time due to a failed culvert has partially collapsed. THIS ROAD IS CLOSED TO THRU TRAFFIC AND IS NOT SAFE TO CROSS UNTIL FURTHER NOTICE!! This is the culvert just past the Pike Industries site near Sand Hill Cemetery. Signs have been STOLEN and their absence puts people at risk. PLEASE DO NOT DRIVE THROUGH ROAD CLOSED AREA.
DO NOT REMOVE CONES, BARRICADE AND SIGNS!!
This culvert is scheduled to be worked on August 24. UPDATE- Delayed a week at least due to delivery issues. Current anticipated install is September 7.

Winter Sand Request for Bids The Town of Phillips is accepting bids for 2,500 CY of aggregate for winter sand. Bid documents are available at the Phillips Town Office located at 124 Main Street, Phillips, ME 04966. Sealed bids must be received by 4:00 PM, September 3, 2024. Bid opening will be a special Selectman’s meeting at 6PM.
Selectmen reserve the right to reject any and all bids received.
2024 PAVING PROJECTS NOTICE TO CONTRACTORS
The Town of Phillips is accepting paving bids for sections of four roads in the Town of Phillips. Bids must be received at the Phillips Town Office no later than 4:00 p.m. on Tuesday, September 3, 2024. Bids will be opened at the Phillips Town Office at a special Select Board meeting that evening at 6 PM
Bids must be submitted in a sealed envelope clearly marked “Paving Bid”.
Bid specifications are available at the Town Office or on the website. The Town of Phillips reserves the right to accept or reject any or all bids.
