Registrations and Licensing

The Phillips Town Office is a State of Maine Bureau of Motor Vehicle Agent. The authority level includes New registrations, Re-Registration and Truck level registration. 

We enjoy registering your vehicle and to make the process more streamlined for you, please take a moment to read the general process information below. Each registration can be unique as there are many ways to acquire a vehicle and many different registrant situations and we have to be assured that the process is done to BMV requirements and Maine State Law.

Any vehicle that puts tires on the road in a self-propelled manner needs to carry insurance. Please make sure that your insurance card shows the current date for the registration you are processing. Trailers do not need proof of insurance to register.

You will need to state the current, accurate mileage at registration time. Please have that information.

If you are registering a vehicle for the first time for a ‘casual sale’ you will need a bill of sale and the title from the seller that is properly filled out and signed on the back. Vehicles 1994 and older DO NOT need a title in the State of Maine.

If you are registering a vehicle that was purchased from a dealer in Maine, you will have the blue copy of the title application from the dealer (make sure the previous title information was filled out by the dealer) and an invoice showing proof of sales tax paid.

Please know the Gross Vehicle Register Weight (GVWR) of your truck when you come in for a new registration. This information is generally found on a label on the inside of the driver door.

Trailers that are dry weight over 3000 lbs. require a title. Please know the kind of trailer you are registering (boat, utility, car hauler, chip trailer, etc.) and the weight it will be when used. Trailers that have a weight of over 2000 lbs. will have a February expiration. These trailers are non-excise unless they have living quarters in them as some horse trailers do. Non excise trailers can also be re-registered online through the Maine Bureau of Motor Vehicle if you find yourself in a pinch over the weekend.

Camper trailers need no insurance. These require payment of excise tax. If the camper is over 3000 lbs. it will need a title for a new registration. Please note that it is necessary for staff to contact Maine Property Tax for the MSRP information and currently their phone hours are limited to between 9 AM and Noon Monday through Friday.

Re-Registration is generally a simple process. Please have your mileage and current insurance available.

The staff can also process resident and non-resident State of Maine Inland Fisheries ATV and Snowmobile registrations, boat registrations and resident and non-resident hunting and fishing licenses. The Town Office has been processing these electronically for the State. Boat registrations require excise paid to the town, so they need to be processed at the resident’s town office. Other registrations and licenses can be done at any Maine IF&W agent. Please have a current driver’s license or ID if you don’t have your MOSES ID.
