Town Clerk / Registrar of Voters

The Phillips Town Clerk and Registrar of Voters is Betty Jean Bangs. She holds office hours on Tuesdays and Thursdays from 9AM-11:30AM. To reach her via phone, call (207)639-3561 EXT 223. Her email address is phillipstownclerk@tds.net.

The Town Clerk’s Office is the record keeper for the Town of Phillips. The mission of the Town Clerk is to accurately maintain all town records and to provide information to town officials and the general public in a friendly and confidential manner.

Services of the Clerk include, but are not limited to:   

  • Coordinating the administration of all elections and town meetings
  • Issuing ‘Doing Business As’ business licenses
  • Issuing marriage licenses- Call for an appointment, please. Find the marriage intentions form below. If you have been married before and are divorced, you must show a certified copy of your last divorce decree (with the raised seal on the papers) to the clerk. 
  • Recording and maintaining all vital statistics records, including death, birth and marriage certificates.

The written request form must be presented with payment and identification before completing a request for a vital record. 

Marriage Licenses require both parties to meet with the Town Clerk via appointment. 

Fees for Vital Records:

  • Marriage License, $40.00
  • Birth, Death and Marriage , $15.00 for first copy, $6.00 each additional
  • Genealogical Research, $15.00 per hour after the first hour.

2023 Elections

June 13, 2023 (Second Tuesday)  – 1 – 6 pm – MSAD # 58 School Referendum

November 7, 2023 Referendum Election
Referendum Elections are held to provide Maine’s citizens an opportunity to vote on People’s Veto Referenda, Direct Initiatives of Legislation (i.e. Citizen Initiatives), Bond Issues, other referenda proposed by the Legislature, and Constitutional Amendments. Referendum elections are an important part of the heritage of public participation in Maine.

2024 Elections

March 5, 2024 – Potential Presidential Primary
(The qualified parties will certify by October 1, 2023, whether they will have a presidential primary election)

June 11, 2024 – State Primary Election
Primary Elections determine each qualified party’s nomination of candidates for federal offices and State and County offices. Party candidates who are elected at the Primary qualify to appear on the November General Election ballot.

November 5, 2024 – Presidential General Election
The General Election is held nationally on the first Tuesday following the first Monday in November.

 

Requests for Absentee Ballots for the November 8, 2023, election will be taken electronically at Https://apps.web.maine.gov/cgi-bin/online/AbsenteeBallot/index.pl

Absentee Ballots will be mailed once the ballots are received, probably the first week of October. Absentee Ballots must be returned to the Town Clerk before 8 PM on Election Day. Be sure to sign the envelope for it to be accepted and valid. 

You may also request an absentee ballot in person during the Town Clerk’s regular business hours. 

 New voter registrations require proof of identity (Photo ID) and proof of residency.

 

Dog Licenses:

All dogs over 6 months of age are required to be registered.

The 2024 Dog Licenses are available after October 15, 2023. Proof of rabies shots is required. A $25.00 fine will be issued for licenses not renewed by January 31, 2024. 

Dog License Fees:

  • $6.00 spay/neuter
  • $11.00 not altered

The Phillips Town Clerk handles Madrid Township resident’s requests for Voting, Dog Licensing and Vitals. Note that the clerk does not have records prior to 2000 for Madrid Township, FKA Madrid.
