Town Manager’s Office

Phillips recognizes the town meeting-selectmen-manager form of government. The Select Board members are elected at Town Meeting by the residents (Legislative Body). The Select Board (Executive Body) appoints a town manager. The Town Manager has direct authority over all administrative functions of the Town, with the supervision and guidance of the Select Board.

In small towns such as Phillips, the role of Town Manager carries nearly all the functions required at the Town Office. Currently, the Town Manager is also the Tax Collector, Treasurer, Motor Vehicle Agent, General Assistance Contact and Human Resource person.
