Town Meeting was June 16, 2022 and was held at the Phillips Area Community Center (PACC) located at 21 Depot Street. The meeting began at 6PM. Residents voted on the 2022-2023 budget.

There was a special town meeting held August 9, 2022, to validate the ‘yes’ vote held at the 2022 Annual Town Meeting for consumption and sale of liquor on Sundays in the Town of Phillips. The vote at town meeting was a hand vote. This was held at the Town Office at 5:30 PM just prior to the regularly scheduled Select Board meeting. Article 2. Shall the Town of Phillips allow the State to issue licenses for the sale of liquor to be consumed on the premises of licensed establishments on Sundays?  This article required a written ballot. This article passed.

This is notice of a hearing to adopt the local General Assistance Ordinance and yearly appendices. This hearing will be held at the regular Select Board meeting held at 6 PM on September 27, 2022 at the Phillips Town Office.

The transaction window will be closed Tuesday, November 8, 2022, Election Day. 

Voting hours are 8-8 on Tuesday, November 8, 2022, at the Town Office, 124 Main Street.

The Town Office will be closed Friday, November 11, 2022 to observe Veteran’s Day. Thank you to all our Veterans, your service is appreciated!

Reminder that the usual Tuesday Select Board meeting will be held on Wednesday, November 9, 2022 to accommodate the voting, as previously advertised.

Wednesday, January 4, 2023 on Main Street in Phillips, Jordon Excavation will be securing the collapsed building at 26 Main Street. During this project, detours and partial closures of Main Street can be expected. There will be no access beyond the barricades. The Phillips Fire Department will be on hand to oversee traffic control and safety.

The Town Officials extend their apologies for the inconvenience this poses for the community while securing this dangerous situation.

Exercise caution while traveling through Main Street (Route 149) Phillips in the center of town. There is a temporary barricade in place narrowing the road to one lane.  Depot Street may provide you with an alternate route.

Tuesday,  January 17, 2023 at 2PM, the Select Board will be opening bids for the culvert replacements on the Number Six Road.  The Select Board will be in attendance.

The Phillips Transfer Station has closed at 11:30 today, February 1, 2023.  The containers were delayed in being swapped out as they were due to be yesterday. It is anticipated that the containers will be swapped out this afternoon. Apologies for this unforeseen inconvenience.

With an abundance of caution to protect the personnel, public and the equipment, due to the extreme cold and wind chill forecast for Saturday, the Transfer Station will be closed.  The station is scheduled to be open on Sunday with its regular hours. Thank you for your understanding and be safe.

It is not uncommon for varied precipitation to occur in some area pockets of town. If it is after hours, you may report it to the Franklin County Dispatch at 778-6140. They will alert the Road Crew. Thank you in advance for your assistance. We value your safety.

The Town’s Assessor is out and about doing assessment updates today, May 16 and tomorrow, May 17. 

Limit Postings have been removed for the entirety of the town.

Please see below a message from the Greater Franklin Economic and Community Development’s Executive Director concerning local childcare.

In Franklin County we have about 1,570 children age 0-5 while we only have childcare slots to accommodate 50% of these children.  Across the county we are hearing from employers and parents that the dearth of quality Childcare is preventing parents from reentering the workforce.  Consequently, many of our businesses are not operating at capacity or allowed to grow which is stifling economic activity.  Additionally, those children NOT lucky enough to be in a quality childcare facility may NOT be exposed to foundational social and learning environments.

A Public Information Meeting is scheduled for June 6 at 6 PM at the Phillips Area Community Center on Depot Street to discuss a few of the upcoming Town Meeting warrant articles. 

MSAD 58 School Referendum voting for Phillips residents will be at the Phillips Town Office between 1 and 6 PM on June 13,2023.

The transaction window will be closed on Tuesday, June 13 in the afternoon during the MSAD 58 voting occurs. Regular morning hours will be observed.

The June 13th Select Board meeting is rescheduled to June 14th to accommodate the School Budget Voting. There will be a Public Hearing for the Selectboard to review a liquor license at that meeting.

Phillips Annual Town Meeting is scheduled to be held on Saturday, June 17, 2023 at 10 AM. 

The Town of Phillips has filled the position of  Code Enforcement Officer. We still ask for patience while we work through this transition.  We have a temporary Plumbing Inspector as well. Please contact the office for details on how to connect with these new folk.

2023 Tax Rate was committed at the August 23, 2022 Select Board meeting with a rate of 19.3. Tax bills were mailed out the first week of September. 

RAIN DATE FOR THE CULVERT INSTALL WILL BE MONDAY, AUGUST 7.

A culvert is scheduled to be replaced on Tory Hill Road, Friday, August 4. The section of road by the Soule Road, where the tar ends, will be closed during the hours of  9AM-3:30 PM. Please seek an alternate route.

The Town of Phillips

is accepting Sealed bids for paving sections of the following roads:

                 Tory Hill-540’x10′  base and surface

                Ross Ave.- 148′ x 9′ base only

                 East Madrid Road 820’x 20′ base and surface

Potential bidders are required to provide proof of liability insurance and contractor status.

Bid opening will be August 8 at a regularly scheduled Select Board meeting, 6PM.

The Town of Phillips has the following item for sale: 2000 INTERNATIONAL FIRE RESCUE TRUCK current mileage 113789.  Sealed bids will be opened at the Select Board meeting on August 22 at 6 PM at the Phillips Town Office.

East Madrid road is passable only to 206 East Madrid from Salem Road. 216 East Madrid Road and above need to be accessed from Reeds Mill Road. In between those points, the road is closed. Stay tuned for upcoming work on this section to make it passable. 

Winter Sand Request for Bids

The Town of Phillips is accepting bids for 2,500 CY of aggregate for winter sand.  Bid documents are available at the Phillips Town Office located at 124 Main Street, Phillips, ME  04966.  Sealed bids must be received by 4:00 PM, September 26, 2023. Bid opening will be at that night’s Selectman’s meeting after 6PM.

Selectmen reserve the right to reject any and all bids received.

12/19/23 4:30 PM

All roads with the exception of Number Six and Davenport Flat by Black Brook are passable. Use caution. Number Six requires 4 wheel drive and is on the docket for work tomorrow.

 Davenport Flat is closed. 

Work is in progress on Toothaker Pond road on the corner by Morse’s. Work is in progress on Number Six Road to make it passable for residents. Other updates as available will be posted when received by the Town Crew and Fire Department.  Water has receded on roads but please use caution if you need to be out. 

Several roads are flooded in the area. Detours are in place where available. At this time the following roads have water across and have barricades or cones in place: 

Ross Ave at the culvert

Bridge Street by the railroad depot and Smiths 

East Madrid Road by Pike’s 

Number Six Road at first culvert

The bypass by the Town Office-Main Street and Dodge.

Upper Park Street by the sand pile.

This is not a complete list. Please follow the alert from the National Weather Service and keep off the roads unless absolutely necessary. 

To help assist in assessing individual damages for FEMA assistance, please see this link for individual, homeowner, small businesses and agriculture,  should damages prove to be substantial. This documentation is proactively provided to you should you need it after a major storm event. Initial Damage Assessments for this program will also need to be received by Wednesday, December 27th.  Please be reminded that completion of a damage assessment form does not mean that funding is or will be available. The assessment form simply helps to determine scope and extent of damages.

Tory Hill is back to two lanes. Note there will be increased traffic on this road due to detours from Strong. Davenport Flat, Black Brook Bridge on Reeds Mill Road is now passable. The corner of Toothaker Pond Road by the pond heading out to Route 4 is one lane only. Note on all roads that caution needs to be paid with the snow cover masking damage on the sides of roads in areas.

12/23/2023  

Crews are working on Number Six Road. Please stay clear of this area unless you are a resident of Number Six Road. 

 Tory Hill Road had been made passable for emergency vehicles. A crew is still working there. 

 Caution is needed on the corner of Toothaker Pond Road by Borden’s as it heads toward Route 4. Water continues to run out into the road and freezes; there are barricades and safety cones. Echo Valley Road is also barely passable. 

Davenport Flat by Black Brook bridge on Reeds Mill Road is not passable. Please detour through  East Madrid Road or  Toothaker Pond Road. This is on the schedule for Tuesday repair.  Other damages include, but are not limited to: 

Bray Hill Road by Abbott’s

East Madrid Rd by the first and second culvert after entering off of Route 142

Fish Hatchery Road exiting off of Toothaker by Walker Road

Toothaker Pond Road by Fox-Carlton

Reeds Mill Extension

Bray Hill by Snowy Ridge and Mac Smith’s

Byron Road

Kelley Hill Road

Please use caution on all roads. Try to avoid being too close to the edges of the road. Please slow down and be aware of the conditions and road crews.

A mechanical issue in truck #4 caused it to stall on Bray Hill. It needed to be pulled out and the truck is out of service at this time. Please allow patience for the snow plow crew to handle the upcoming storm in the absence of this truck.
